problem removing runehq browser toolbar

ive been cleaqning up the sytem, deleting and uninstalled some things. I uninstalled rune hqs browser tool bar (100% safe according to my AV's) but im have a problem with a stubborn file which is in the folder which cant be deleted.its in the folder and its called tbRun1.dll It opens up a thind saying permission to carry on, with a picture of the administrator thing, and i click continue, then the screen dulls and comes up with a `file action needs your permission to continue` and i click continue. But then it says it cant do it and asks me to try again, and i do.... to no avail. Stupid thing, its uninstalled, the rest of the folder is gone, it cant work on its own!!
Help, its noy a virus or dangerous but it is a very stubborn file!!!!!!!!

As for deleting the files, try booting into safe and and try again.
