Solved is this a virus?

My friend has a problem accessing her files. whenever she clicks on a folder, it will open a new window containing the same content. And whenever she clicks on her files in the rocket dock(vista theme on xp) an error pops-up. And on her "my computer" there are unknow folders. She also can't use the command prompt, and she also tried system restore, but it didn't work.

It might be.

The folders opening in new windows, is just a folder option, that can be changed later.
Ask your friend to register here and post a Hijack This log.
