Download the Fix IE Utility to your desktop.
Before running the utility, make sure that all your Internet Explorer windows are closed!
* Extract the contents of the .zip file to your desktop.
* Double click the Fix IE Utility button to run the tool.
* Click Run Utility
* Click OK when you see 'Re-registered all files'
* Open Internet Explorer and see how it works.

Ran the utility 2x and tried to do the upgrade to IE11 and it failed again.

Is your Windows 7 up-to-date with SP 1? Do you receive any error codes? You could try some of the suggestions here.

yes we have all the latest updates in the system as required by the download of IE11. the link you sent we have been on already.
