IE 11 upgrade Error 9c59

OS= Windows 7 professional


I have had some problems with IE11 so I downgraded to IE10 and learned that IE was not the cause. When I try to upgrade back to IE11 I get the error " the upgrade stopped and error code 9c59 appears. here is what I have done so far to try and fix the problem.


1. ran sfc scan found no corrupted files
2. verfied all proper pre requisites for upload are on the machine
3. clean booted to update IE 11 that failed
4. down graded IE all the way to 8 and clean booted then failed to upgrade back to IE9
5. tried to down load IE 11 in safe mode which failed as well
6. Ran command to open CAB file using disksum utility. Error shown here :
ERROR: Neutral package installation failed (exit code = 0x00003715 (14101)).

I have an image of my PC and unfortunately its got IE 10 on it so I cant go back to my latest saved version.

I use a couple of websites that require IE . I have checked Microsoft's website for this error to no avail So I'm at a loss of what to do now. Any suggestions I would be appreciate.

Can you do a System Restore to before you downgraded to IE10?

no we did not do a system restore before doing the downgrade. Unfortunately , we made the machine image after it as well.

What dates do you have in System Restore?

system restore is not set up. So no dates.

You don't have to set up System Restore. Every time your computer is updated a new Restore Point is established. You need to run System Restore to see if you have a date prior to when this problem happened.

I looked at all the restore points it would show and it only goes back about a week. and we did the downgrade to IE10 about 4-5 weeks ago. We did a bunch of downloads trying to repair this problem . All the latest restore points are too new.

I would suggest that you use Firefox. It's a much safer browser.

AS I said in my first post I am required to use IE. Firefox is not acceptable. Thanks for your help anyway.

Download the Fix IE Utility to your desktop.

Before running the utility, make sure that all your Internet Explorer windows are closed!

* Extract the contents of the .zip file to your desktop.
* Double click the Fix IE Utility button to run the tool.
* Click Run Utility
* Click OK when you see 'Re-registered all files'
* Open Internet Explorer and see how it works.

Ran the utility 2x and tried to do the upgrade to IE11 and it failed again.

Is your Windows 7 up-to-date with SP 1? Do you receive any error codes? You could try some of the suggestions here.

yes we have all the latest updates in the system as required by the download of IE11. the link you sent we have been on already.
