When i try to open a web page, an error pops up and say that the proxy server is not accepted.

Are you using a proxy server? To find out, in IE go to Tools > Connections > LAN settings tab. Normally proxy servers are not used. However, I know some universities require that you use a proxy server to access some of their resources.

Hi,
Go to Control Panel > Internet Options > Go to Connection tab and click Lan Settings.
Check Automatic Detect Settings and click OK.
