Updates Won't Install/Cryptographic Services Not Present

Trying to fix my girlfriend's botched laptop. She just advised me that windows updates have not been installing for some time. I tried to install IE 8 to run from windowsupdate.com (she uses Firefox) but IE8 will not install. Error msg. says that Cryptographic Services are not enabled. Followed some google search threads advising re-regisering .dll's for crypt services. However Cryptographic Services doesn't exist at all in the Administrative Services bracket. When I try "net stop cryptsvc" in the cmd prompt it says that the file does not exist. She's running 32 bit Windows XP. Thanks so much!
