BOOTMGR missing need help

Hi, I have a toshiba laptop were the hard-drive died.
I have a new HD but the bios is telling me the bootmgr is missing.
The F2 & F12 keys do not work, only thing they do is lock up the system.
If i do not push anything it does the usual, looking for an OS thats not there giving me a message bootmgr missing.
alt ctrl del to restart.
I had Vista home on it 32 bit with a small partisan on the original hd,
so i take it when the HD tanked so did the bootmgr.
All I would like to do is reinstall the original OS reusing my OE Vista key.
How do i do this?
Please help.

Hey, Welcome!!
Do you have your recovery disks? If not, can you borrow a Vista disk from somebody?
If so this will work for the new installation.

Thank you for the welcome.
I do not have the original recovery disc that i should have created,
I do have an ISO recovery disc i downloaded but that didn't work either.
Will a OEM disc make a difference?

It would be worth a shot. You said the hard drive was new? If you got it from someone who used it before you it could also be malware, in that case it could be checked in the malware forum.

brand new HD. the old 1 crashed.

Check to ensure that the IDE cables are not loose or damaged, this could also cause the error.

You will need to put the Vista disk into the DVD drive in order to apply these suggestions.
The following will explain how to use Startup repair:

If that fails:

Boot back into the windows recovery environment
To access the WinRE using the Vista installation disk:

    * Boot from the Vista install disk
    * Choose your language settings and click "Next"
    * On the bottom of the screen click the link "Repair Your Computer"
    * Select the Vista installation to repair and click "Next"
    * Go to the "Command Prompt" and execute this command:

    Bootrec.exe /RebuildBcd
