I have a virus and can't run any programs Including OTL

I'm helping a friend. He has an HP Netbook Mini 110 with XP Home installed. He has picked up a virus that allows us to get into XP, but then stops ALL programs from running. It keeps saying " Window security alert. Application cannot be executed. *** file is infected. Do you want to activate your antivirus software now. A reply of no gets you in the same loop a reply of yes launches internet explorer to designte.com. I can't go to any other internet site. I can't copy and download files from a thumb drive. Where to I start if I can't run OTL? I'm not a complete novice and software repair, but I'm not top notch either. Thanks

Can you boot to Safe Mode with Networking?

I finally got Safe Mode to work today. Networking is sketchy. But it will read a thumb drive.

Transfer the downloaded file from a clean computer to the infected one via USB drive.
