cannot connect to the internet

cannot connect to the internet

My internet is via cable and my modem is working correctly, but when I try to get on the internet, it says webpage cannot be displayed, and when I click on the diagnose the problem box, it tells me that it has something to do with the firewall and that it cannot connet to HTTP, HTTPS and FTP? I have turned off the firewall and unplugged everything and restarted everything and even reinstalled windows to the computer......still cannot connect. The internet is there, just cannot get on the web. I don't know what to do. Any suggestions? This is for Widows XP........I am using a friends computer to get on the internet right now.

Hi, please go to Start > Run > and type "cmd" in field and press Enter. (without "")
When Command Prompt opens, type "ping" and press Enter (without "")

Let me know results.
