XP will not boot

I get a error everytime i try to start my computer. Windows XP will not open normally or in safe mode. What can I do?

We need to perform a repair of the OS, do you have your recovery partition or recovery disc?

I do not have it. I called Dell yesterday to have them send me a disc. Should have today or tommorrow. Is there another way without the disc?
