Security Catalog?

This is on a Windows Vista OS. Recently (as in, a few minutes ago), I noticed a new folder under the "Owner" folder. I had not made the file, and had not set anything to install to that directory, so it worried me a bit. Topping of that worry was the fact that I apparently did not have permission to enter the folder at first, which required administrative actions in order to change. The contents of the folder were small, and included a file designated as a "Security Catalog". As I noted before, it only now appeared, yet the contents seem to have been there for some few months.

Is this something I should worry about, or are these files actually supposed to be there? I did some searching on my own, but nothing really seemed too similar.

Where did this "Owner" folder appear? as in location on the drive? a folder randomly appearing could be anything, but if we know were it is, we may be able to narrow it down.

Ah, sorry about that.

C:\Users\Owner

That's the "Owner" folder I'm referring to. Inside of that, where the "Documents", "Downloads", "Pictures", etc folders are, is where the new folder is.

Ah, that's a user account. Someone created another user on the machine.

Wouldn't the new account be named something, though?

The full chain is

C:\Users\Owner\{3525e47d-f788-4694-a75c-36ab6d0e5353}

the last being the new folder. Nobody else uses my computer, and I never bothered making a second account, so I'm not sure how another account could be on my computer, to be honest. If you're certain that it's another account, though, it's a bit troubling.
