I know laptops can "pick up" wireless signals and thus can browse using the signal acquired. I am currently doing it using my bro's pc and a signal from my neighbour.
What i want to know is it possible for a desktop to do this and if so how?

Yeah, you can do this. You need a wireless adapter to pick up the signals.
