Solved no association for url file

the firewall program at my school is not permitting me to login without installing some windows update; however, all updates that can be installed are installed. one of those installations must have messed up the program association, because when i try to go to the windows update link via the clean access agent link, i get a box, the top of which says "" and the message says "The file does not have a program associated with it for performing this action. Create an association in the Folder Options control panel."

i went to the file association control panel, and assigned firefox to it, and i got the same message. i then tried again with internet explorer, and got the same message
