When I look at the control panel/system it shows my buddy's cpu clocking at 995mhz, then if I close it and click on system again it raises up to 1.77 or 2.19(sometimes it takes 3 times to get the proper speed to show). When I use cpu-z it shows the speed as 999 regardless of what windows system shows. Should I assume the processor is defective?

Its probably the "Cool 'n' Quiet! Technology, which monitors system operation and automatically adjusts CPU voltage and frequency for a cool and quiet environment."<--quoted from web. In other words, it lowers down your vcore voltage and multiplier when not underload, causing the drop in cpu frequency.
ahhh ya i checked it out and that appears to be my gripe. I'll just turn it off if this compaq will let me. Thank you.
The compaq wouldn't let me change the setting using the BIOS, but the simple solution to the problem was to just change the power scheme setting(in control panel> power options) from energy star to home/office. This is solved, thanks.
