Serial ATA power plug.

When the Serial ATA power plug is plugged into my hard drive, the pc does not power on. However, when i plug it out, the pc powers on but does not boot. Allso, i do not hear any beeps.

What can be the problem??

Probably a bad cable. Buy a new one and see if you still encounter that problem

I changed it and the problem persists.

Bad Power Supply? Seem you might be overloading your power supply or the power supply went bad!

Speaking of bad PSUs, have you tried testing your power supply with the paperclip and the case fan?

I took it to a repair shop and the guy said that the circuit board is damaged.

Do circuit boards sell by themselves??

What circut board? On the power supply, hard drive or cable?
