According to security website Geekpolice.net, Personal Antivirus Software, Best-Antivirus03 site is software that uses deceptive tactics to display fake security problems and make the users install the software.
And my favourite part:
Whoever got infected with Personal Antivirus, you would be happy to find that again, Geekpolice.net shows that there is a way to remove the software. And judging by the warm acknowledgements on their site's Facebook page, it apparently works.
